How the state provides incentives or "stimuli" for the development of highly manoeuvrable generation (HMG).

Part 3:

Where to find reserves in existing generation? Currently, biogas plants with a total capacity of hundreds of MW are operating in the energy market. The exact capacity of the State Enterprise "Guaranteed Buyer" is not yet publicised. These plants operate at a feed-in tariff and supply electricity to the grid on a regular schedule throughout the day. The plants have 5 years left to operate at the green tariff. A big advantage of biogas power plants is their complete autonomy from an external fuel source (e.g. natural gas) and high manoeuvrability. This resource can be used to rapidly increase the potential of the NGV sector! To do this, it is necessary to introduce amendments to regulatory documents (Transmission System Code, Market Rules, etc.) in terms of work in the ancillary services market, namely
- the mode of readiness for bioWMG operation can be 24 hours a day, and the mode of actual operation can be no more than 8 hours (to cover load peaks);
- to introduce a special tariff for 5 years for bio-CHPs. Bio-CHP owners will be able to accumulate biogas for 16 hours to operate during morning and evening peaks (4+4 hours). Taking this into account, it is possible to reconstruct the stations and increase the generation capacity threefold! The reconstruction of biogas power plants can be done much faster than the construction of new generating facilities, and thus the state will be able to quickly obtain ~0.5 GW of bioWMG. Now is the time for non-trivial solutions!
