How the state provides incentives or “stimuli” for the development of highly maneuverable generation (HMG). Part 5:
Our theses, the implementation of which will give a strong impetus to the development of HMG in Ukraine:
1. Improvement of the Land Code, namely: The construction of WTGs can be carried out on land plots of any land category and/or type of designated purpose.
2. Improvement of the Law “On Finance...”, namely: to provide financial institutions with the opportunity to provide project financing for WTG and CCS, i.e. to provide a loan of up to 100% of the cost of equipment secured by this equipment.
3. Improve the methodology for calculating the power system operating modes when connecting WTGs and SPPs to the power grid. This is necessary because the outdated methodology does not allow connecting WTGs to the power grid without additional reconstruction.
4. Improvement of the Distribution Systems Code, namely: to allow the connection of generation over 1 MW to subscriber networks.
5. Holding auctions for state financial support of the CSP (separately for biogas CSP).
6. Improvement of bylaws (codes) on “direct lines”.
7. Increase the ceiling price for ancillary services.
8. Repayment of debt on the balancing market.
9. Introduce tax incentives for the import of CGM and CCS, including exemption from import duties and VAT.
Most of the above steps do not require much effort from the state, but they can accelerate the implementation of crucial projects!
