How the state provides incentives or ‘stimuli’ for the development of highly manoeuvrable generation (HMG).
Part 1:
Gas turbine (GTU) and gas piston units (GPU) are the only fast technical tools for the implementation of shunting power generation.
Therefore, the CMU Resolution No. 222 of 06.03.2022 was amended to impose special obligations on natural gas market participants, namely:
1. Until 31.08.2024, NJSC Naftogaz of Ukraine purchases natural gas at a price of UAH 7,240 per 1000 cubic metres for electricity producers.
2. Until 31.08.2024, NJSC Naftogaz of Ukraine sells natural gas to electricity producers at a price of UAH 16,500 per 1000 cubic meters.
It should be noted that the last time the market price of natural gas was more than UAH 16,500 was last year.
In our opinion, this is a classic step forward (the Resolution introduced the GPU and the GTU) and a step backwards (high gas price for the HMG).
