''Green'' tariff

In order to promote and attract investments into the technologies of using alternative sources of energy and thereby stimulate the development of renewable energy industry of Ukraine, a special tariff – "green" (1) – was adopted in 2009.

According the Law of Ukraine "On electric power industry" the sizes of the "green" tariff are approved separately for each of the following types of alternative sources of energy:

  • energy of solar radiation;
  • wind energy;
  • biomass;
  • biogas;
  • micro-, mini- and small hydropower plants;
  • geothermal energy.

''Green'' tariff in Ukraine

The period of use of "green" tariff is envisaged until the year 2030. In addition, for the purpose of protecting the investors from inflation risks, the "green" tariff is pegged to the Euro.

It is also important to note that until the year 2025, under the condition of using Ukrainian equipment at the generating facility, there is envisaged a surcharge to the "green" tariff of 5 to 10%.

According to the requirements of the current legislation, the wholesale electric energy market of Ukraine, represented by Enegorynok SE, is obliged to buy the entire volume of produced electric energy from business entities, levied with "green" tariff, and implement full payment of the cost of electric energy generated at the electric power facilities that use alternative sources of energy, as per "green" tariff including the surcharge to it.

The procedure of purchasing and payments as per "green" tariff is approved by the National Commission for State Regulation in Energy and Utilities (NKREKP).

AN INDICATIVE LIST OF DOCUMENTS, NEEDED FOR THE APPROVAL OF "GREEN" TARIFF:

1.     Application for the "green" tariff.

2.     Explanatory note with detailed information about the business entity.

3.     Calculation of costs of generating electric energy.

4.     Justification of items and elements of expenditure of the cost of generating electric energy.

5.     Explanatory note to the construction project of the facility.

6.     A copy of registered declaration on the beginning of execution of construction work or the permission for execution of construction work.

7.     A copy of technical conditions for connection of the electric power station, generating electric energy to electric power networks.

8.     A copy of registered declaration on the operational readiness of the facility or a copy of the certificate.

9.     A copy of bill of quantities of project documentation for the construction of the facility.

Note:

(1) – "Green" tariff is a special tariff for electric energy generated from renewable sources of energy, which in several times exceeds the tariff for the stations that use conventional resources, in order to promote and attract investments into this industry. The size of the "green" tariff depends on the year of commissioning of the facility.
